 Multipurpose Empanelment Form (MEF) for the year 2008-09 has been put on the website - www.meficai.org, and the last date for submitting the same is 15th September 2008.   The last date for receipt of duly signed hard copy of the declaration alongwith copy of acknowledgement of online submission at the Institute's Head Quarters, New Delhi is 25th September 2008.

Friends, this year MEF is different as compared to earlier years.  It is more user friendly. The form displays information from the Institute's database in YELLOW (background) colour and cannot be changed (Static fields). In case of any discrepancy in the information displayed, you are required to mention the same in the Memorandum of Changes (MoC). Further, such changes  are to be supported by documentary proof, which needs to be posted to the Institute along with hard copy of signed declaration.  Further, it is necessary to update & provide information that is displayed in WHITE (background) colour. I will request you to go through the Instructions & Applicant Guide and Technical Manual hosted on www.meficai.org before filling-up the Form.

Description :To carry out on the spot observation of ongoing fee collection for at least 72 hrs. continuously by a reputed firm of Chartered Accountants.
National Highways Authority of India, Project Implementation Unit, Rajkot Collect user fee at Vanana Toll Plaza on Porbandar Bhiladi Section NH-8B at Vanana, Dist. Porbandar. AT. Km 19 + 755.
The work include deputing of, among others, at least one observer for each booth for
(I) Observing issuance of correct receipt of user fee to the users
(II) Counting and recording of number of vehicles category wise crossing the plaza and including registration number of such vehicles which are
(a) not being charged against issue of receipt or
(b) having valid monthly or multiple pass and
(c) not being recorded and also not holding any valid monthly or multiple pass and
(d) being recorded, as exemted vehicle though their claim for exemption was either not berified at all or not verified properly.
(III) Videogrphy of number plate of all vehicle passing through the lane (line wise)
(IV) Verifying accounts for the shift collectionm ticket issue and reconciliation.
The above works are not intended to limit or restrict other methods of verification of checking which agency may like to implement.
Sealed quotations from the interested firms/Chartered Accountants to carry out the above work is invited so as to reach by 1st Sept. 2008 up 14.00 hrs. Quotations and will be opened on the same date 17 hrs. in the presence of officers by the committee. It is advised to visit the site before submission of quotation.
