ASSESSEE'S PRAYER

What an honest taxpaying citizen should do and what not have been written about many times and is being flashed in the media every now and then.But What does an honest taxpayer expect from the  tax department? No thought or action has been directed on this tangent.
I had the opportunity to collect the thoughts of assesses from various sections of the society. I wish they will be taken in the right spirit. An assessee wants the following:
  1. Please Serve us with a smile.
  2. Believe us untill you prove us wrong.
  3. Respect us for our being a taxpayer, however small our contribution may be.
  4. Please respect our time, be punctual, don't expect us to wait outside your room till infinity.
  5. We have the right to be busy at times,dont forget our business gets you your business i.e., taxes.
  6. Dont be so critical and judgemental of our possessions, sometimes  flashy. If we earn we have all the right to enjoy it the way we like it.
  7. When we wait outside your room please come out shake hands and  explain  us politely why we have to wait for you beyond the fixed time.
  8.  Please do not have preconceived notions when you assess our case. Atleast give us a fair and unblurred share of your intelligence.
  9.  If we explain something with confidence please do not take it as our disrespect for you or the department.Dont get into a one upmanship to     bring out trivial points.Such personally driven and biased orders waste      time and money of the assessee as well as the department. It is      antisocial. Display guidelines to weed out such  elements who are few      but bring a bad name to the whole department.
10.Please provide a clean water dispenser and tea-coffee vending machine  for the assessee.This is the minimum courtesy any taxpayer expects.
11.Why do u expect us to tremble when we present ourself before you; and when we don't, why do you get annoyed with our confidence?.  
12.Why do you feel bad in giving a receipt or acknowledgement of the documents received on your table. A reply meant for you need not       necessarily be given on the dak receipt table. You can politely accept it
13.If you ask for a personal favour at times and someone is not able to do it for genuine reasons, why do you take it personally.
14.You make our woman folk cry while recording their statement. There  can be  a  decent way of questioning. Every case has to end and we       know how.
15.Why is it that getting a refund from the department is an ordeal. It is this reputation that compels people to avoid deduction of tax at source.
16.Why does the person who comes to give any notice or order expect  more than a thank you.
17.Can proper waiting rooms with working air conditioners be made available for the assesses with decent magazines and display of         photographs of the honest taxpayers.
18.Can toilets be clean? Because the pressure created during assessment often has a vent there.
19. Remember that you are collecting taxes from earners, who may also be called the CONTRIBUTORS to the development of the country. Please      don't be rude to them. Use rudeness as a penalty only on those on whom      you confirm section 272i.e., penalty clause.
20.You are given targets(financial)  but please don't make us your target.
21.Like you claim to know of the habitual offenders/evaders do you also care to take a note of the honest taxpayers?
22.Give some memento to the taxpayers , like a lapel button of silver, gold, platinum etc.,  or say a badge of different colours based on       the quantum of tax payed. Let the taxpayers stand out in the society.      Give them some identification of one upmanship. Fire a positive       competition.
23.Let the treatment to the assessee in some departments say estate office, registration office, Government hospitals etc., be given on preferential      basis ,based on the colour of the lapel button.
24.Keep smiling girls/boys as usherers on the reception to guide the  assesses to the respective offices/officers and provide guidance about       the procedures/forms etc.,
25.The officers should receive diwali gifts sent to them by us ,it is our countries custom and is out of respect and love for a few people, but       what to do of those officers who try to collect them from source with force.
26.How about some motivational seminars on self improvement.

The following should be added:
1.Make laws which have clarity and after going into
the pros and cons,the burden on the assessee,the
paper work likely to be created and if the amount
likely to be collected is consumerate with the time
and money spent both by the tax payer and the
department in collecting it.
2.Why are surcharges added like 12% SC 2% + 1% on the
tax.Instead it can be made a flat 12.5% and out of
this 2% or 3% which the govt wishes to provide for
a particular cause can be calculated at the end of the year on the total amounts received,instead of
making every assesee calculate the surcharge,add it in the challan,make the banks account it and pay and finally the department records it accordingly.
3.All tax information on the government websites must be updated once there are changes and wide
publicity given in the papers to that effect instead of keeping people in  the dark.Its better to get the view point of all the parties to the changes.For example service tax on goods transport
was brought in effect by a decision among the transporters and the government,without getting the views of the consignors or consignees of the transported goods.This only creates confusion and more stay orders.
